Will San Ramon Stay the 'Lone Holdout' in Odd-Numbered Election Years?

Local elections don't get much attention when they're held in even-numbered years, said a recent editorial in the Contra Costa Times.

However, switching to even-numbered years would save the San Ramon an
estimated $142,000 per election.

When local elections are held in the same year as state and national elections, the latter two usually take the voter's focus, although local government effects residents more.

"Washington always has hogged much of the nation’s political oxygen," wrote Jay Evensen in an article, "Forget Washington, important local elections are looming," in the Deseret News.

What do you think is the big issue regarding switching to even-numbered years is? Cost? Extended terms for elected officials? Not enough local attention?
